Decision Support System to Select the Optimum Steel Portal Frame Coverage System

Portal frame systems are widely used as coverage system in industrial projects. Selecting the proper portal frame system for a certain project depends on many technical, financial and logistical factors such as estimated cost, construction duration, availability of materials, equipment and skilled labor, besides environmental factors such as recycling and durability. The aim of this research is to create a Decision Support System (DSS) to decide the optimal portal frame system considering all these factors. The proposed (DSS) depends on integrating the Value Engineering (VE) concept with the Analytical Hierarchy Process (AHP) technique to identify the optimum system. The considered systems in this research are conventional portal made of hot rolled section, pre-engineered built-up portal frame, trussed frames and portal Frame truss. The developed (DSS) was tuned for the current Egyptian market conditions in 2019 and successfully verified using four selected projects with different height to span ratio.

Reinforced concrete multi-story buildings are commonly used in residential, commercial, and administrative projects; therefore, selecting the optimum structural system with minimum cost is the top priority of the structural designer. Although earlier researches intensively studied this issue, it is still not completely covered. This research aims to introduce recommendations for the optimum gravity and lateral systems for a multi-story reinforced concrete (RC) building from a perspective of direct cost. In order to achieve that goal, a parametric study was carried out using 72 RC buildings with several stories ranged between 5 and 50 floors, and grid spacing ranged between 6.0 and 12.0 m. Four floor systems were considered, solid, 2 ways ribbed, waffle, and flat slabs. Also, three lateral loads resisting systems were considered which are intermediate moment resisting frames, shear walls, and a dual system. The study covered the low, medium and high rise buildings. The results indicated that the dual system is the most suitable system for medium and high rise buildings with combination with solid slabs for short spans and ribbed slabs for medium and long spans. On the other hand, frame with solid slabs is the optimum for low rise with short spans and shear wall with the flat slab is the optimum for low rise with medium and long spans.

The implementation of public–private partnership (PPP) had increased but still there is a need for more research investigation. The purpose of this study is to investigate and analyze the Strengths, Weakness, Opportunities, and Threats (SWOT) of PPP and its implementation in Egypt. SWOT analysis technique of PPP is applied to demonstrate to which extent the implementing of PPP is suitable in Egypt. The research revealed that the strengths of PPP in Egypt provide a new source of investment capital for required infrastructure projects; reduce government sovereign borrowings and associated risks; stimulate job creation; benefit of private sector experience in running public services and increase quality of public services to the Egyptian citizen. While the weakness of PPP are noted in the limited capacity of central and satellite PPP units, public criticism to PPP, delays in approvals, resistance to change and project ownership issues. The major opportunities founded in the interest of international investors; stability of foreign exchange rates; develop a long term benchmark for interest rates; and in the mutual benefits of experiences among partners. Finally, the threats of these PPP are the bureaucratic; lack of political support; Corruption; changes in laws and regulations; time consumed due to negotiations; and economic instability

At present, there are no universally accepted standards for the identification of issues and knowledge gaps in the applying of knowledge areas of project management both in any phase in project management. It is essential to identify the knowledge gaps in the project management process, so the purpose of this paper is an overview of issues and knowledge gaps in the applying of knowledge areas of project management to stimulate a model for a decision support system, and identification of these issues and knowledge gaps. This identification should further lead to the establishment of information regarding existing issues and knowledge gaps in project management. The results of the study should also provide a foundation for a research project proposal. This research is an exploratory study, so the results are only propositions; hence, an empirical survey should be carried out in the future.

Management of marine construction projects have long been criticized for being inefficient especially in developing countries. At primary stages of this research a survey analysis was conducted to identify the main factors causing deficiencies depending on client perspective. The analysis showed that, change orders, inadequate planning, insufficient site investigation data, security precautions, poor supply and lack of awareness of health and safety precautions are main factors causing inefficiency. This paper aims to apply BIM on marine project management to examine BIM capabilities in solving marine management constrains. Integrated system was developed for this objective which consists of a framework and software to facilitate information flow and close information gaps during planning and construction phases. The proposed system aims to enhance management of time, cost, quality, sustainability and safety by providing augmented reality system to enable users to manage these dimensions together. In addition, the expected enhancement for each dimension was calculated to facilitate judging the proposed system capability for improving previous dimensions. Validating the proposed management system was carried out using a real case study. The results were within expected limits which reflect proposed system capability for achieving paper target.

An assessment model for identifying maintenance priorities strategy for bridges

The main purpose of this paper is to develop a model which is capable of assessing the overall condition of bridges as well as the condition of each element for the purpose of prioritizing maintenance strategies. The model will also be capable of ranking the bridges in a network according to their urgency of need for repair based on specific parameters. This paper explains how to achieve reliable assessment of a bridge starting with visual inspection and proceeding with the collection of information and carrying out in-depth investigations to achieve a reliable indication of the bridge's repair needs and its priority in the road network. The model is designed especially for bridges in Egypt as a typical example of a developing country. The methodology of the research was started by surveying the various inspection techniques of bridges. Then all probable defects, their causes and the appropriate repair techniques are identified and classified. After that, the experience and knowledge of bridge maintenance experts in Egypt were added to create evaluation criteria for reliable assessment model to prioritize maintenance strategy of bridges. This is incorporated via conducting questionnaires and interviewing those experts. The final outcome is a Bridge Overall Priority Indicator (BOPI) that ranks the bridges in a network according to their condition and maintenance urgency. The model is designed to be applied to the bridges in Egypt as it is based on the body of knowledge and expertise gained by maintenance and repair experts but it can easily be adjusted to suit any other country. Also the model is designed to cover specific bridge elements which are of major significance in bridge performance as described in this work while overlooking some, less important, elements. It has been observed that there is no effective bridge maintenance plan in most of the developing countries and that in most cases maintenance is carried out after an event has occurred and resulted in severe damage and caused a public outcry. Also developing countries have limited budgets for maintaining their assets. Therefore, it is very important to have an assessment criterion as a development tool to optimize the use of scarce maintenance budgets and get the most out of aging bridge networks.

Decision Support System for Optimal Bridges' Maintenance

Bridges represent a significant percentage of the economy of many countries. They are a vital component of the country's road and highway network. Bridges are subjected to harsh environmental conditions throughout their service-life and consequently structural deterioration occurs. Asset managers are required to maintain networks in good service conditions and; in many cases with limited funds. The objective of this research is to develop a decision support system (DSS) for concrete bridges that provides assistance to the decision maker in evaluating and prioritizing the maintenance strategy of bridges. Thus, the decision maker can identify the urgency level of repair and select the optimal maintenance plan, either for a network of bridges, or on a single level, taking budget limitations into consideration. A comprehensive survey was conducted for data collection in order to build the system's database. This database includes different factors which are incorporated into the evaluation process. These factors include the bridge's defects, repair techniques and repair costs. Dynamic programing software was used to develop the optimal solution for the maintenance plan via creating a family of Pareto optimal alternatives for the DSS developed. A case study for DSS validation was implemented using Egyptian bridge networks. Results were also verified by questionnaire surveys sent to engineers working at the General Authority for Roads, Bridges and Land Transports who are dealing with Egypt's BMS. The responses to the questionnaires show that the developed DSS is comprehensive as it contains most of the critical parameters and its results are reasonable.

The construction industry faces significant risks because of decline in its production and performance compared to other industries. This is mainly due to lack of realistic planning, coordination and communication among project' parties. Introducing Building Information Modeling (BIM) as a new technique in Project Management (PM) can promise improvement to the construction planning and its performance. This paper is focusing on studying the impact of BIM implementation to mitigate risks in construction projects. The objective of this paper is extending to include design stage to study the role of implementing BIM in reducing the project risks. The study is supported by carrying out structured questionnaire survey from construction industry' experts. In addition, case studies are included for verification purpose. Four case studies are investigated to study the impact of applying BIM systems. The main finding of this study was that a remarkable increase in the rate of construction products was recorded by implementing BIM technology due to the reduction of the re-work and the time wasted. Moreover, adopting BIM systems helps in avoiding a significant number of problems caused by the lack of information required during the implementation phase. Finally, BIM systems have a major role in resolving conflicts and clashes. The results showed that the BIM systems enhancement in the work performance was obtained due to communication improvement among project' stockholders especially in early stages. Finally, BIM threats and future difficulties in business development are examined.

Meeting the project's estimated cost is a main target in construction project especially in mega projects. The objective of this paper is assessing the impact of shop drawings in meeting project cost target. A comprehensive literature reviews as well as survey for industry expert's opinions to identify that impact were carried out. About 30 factors that may effects on accuracy of the cost estimation were identified through a comprehensive literature review and were validated via structured interviews. The main finding in this research was that the shop drawings have a real impact on the cost estimation process. The results analysis based on the Pareto role showed that 8 factors out of 30 factors had the most impact factors. These factors include the following: improper planning and unavailability of cost indices average; poor design/delay in providing design; size and location of the project with inaccurate evaluation of the project time/duration. In addition to incomplete drawings/detailed design at time of tender; finishing in clear of detailed shop drawings in an early stage if it possible; design change, inadequate studying for tender documents before going out to tender.The main finding is that it is important to consider the shop drawings as a new significant factor during the cost estimation process in the early stage of the project.

Significant and top ranked delay factors in Arabic Gulf countries

Most construction projects are challenged with delays which have substantially negative impacts to any country. Previous studies had been conducted to identify the causes of delay and their ranking in these countries. The objective of the current study is to identify the common significant causes of delay in all Gulf Countries (GCC) and to check their similarity. Previous research works differed in the number of delay factors used. A procedure is proposed and is applied to re-rank and regroup the results of all previous research. ANOVA test technique is applied to verify the results obtained from previous studies for similarity and commonality of delay factors and causes in GCC. Spearman Correlation Coefficient is utilized to evaluate the level of agreement between delay factors. The analysis carried out showed that fourteen delay causes are common in the gulf area. The majority of delay factors include shortages of resources, inefficiency of management teams and governmental regulation. Analysis showed that significant correlation exists between delay causes rankings in Qatar, Kuwait and KSA, while Oman is differing. This study is a contribution to the efforts required to mitigate construction industry delays in the Arabic gulf countries and other countries with similar conditions.

A Bid Mark-up Multi-Factor Evaluation Process Bidding Strategy in Egypt

Abstract A Construction contracting is the ability to bid-successfully. Winning tender and making profit is a sustainable target for any contactor to survive in construction sector. While there are different methods for bid pricing in estimating direct and indirect costs, there are fewer tools for estimating proper mark-ups percentage. Therefore, the decision of proper bid mark-ups percentage is vital in winning the tender. Meanwhile, the contractor can cover contingency and keeping its bid at a competitive level with the possibility of achieving maximum profit. Bid markup decision in construction projects is a complex adaptive process. Therefore, it requires significant experience and market knowledge. The problem is getting worth in case of the economic reform in developing countries such as Egypt. This economic reform initiative lately undertaken by the Egyptian government coupled with the ambitious development programs of infrastructure and the development of several new cities which means additional variables that increase the complexity. These variables include high inflation, currency exchange changes, economic instability, removal of subsidies and compressed construction deadlines. The objective of this paper is to develop a decision support system (DSS) to generate the optimum bid markup. Many factors which may impact the decision process either quantitative or qualitative are identified and evaluated using Delphi technique for reality seeking. Then Analyze the retrieved factors with step wise regression statistical technique to generate highly impact factors. The DSS consists of three modules, first the Financial forecast module then using the Analytic Network Process (ANP)-Relative Module and the Rating Module. Finally, generate the optimum bid markup among Alternatives. The main finding in this paper is the minimum alternative, summation of the cost of finance and inflation finance percent, the Priorities of significant factors, which include need to work, project complexity, markup inflation, the risk involving owing contract, economic and competition- market environment. The result of this study improves and assess contractor's ability to enhance their documentation system and estimating process to deal with various bidding evaluation conditions. Multi-Criteria Selection Decision for the Optimal Allocation of the Concrete Batch Plant-A Comparison Study of Applying ANP and AHP

The selection of optimum location for concrete batch plant (CBP) became very important problem that needs a right decision to avoid many difficulties and problems may results due to select wrong location. For that we can use the analytic network process (ANP) in decision making process. The ANP is more generalized than the analytic hierarchy process (AHP). This paper shows a form of questionnaire to identifying the factors affecting CBP location to deal with it or to construct a new batch plant after sending it to expert engineers and workers. By applying SUPERDECISION software the ANP model presents the framework criteria and available alternatives ad feedback which can help to choose the best alternative. The difference between these two methods papers in this paper by modeling the problem and determine the final priorities for the alternatives and the importance of each criteria by evaluating process. This paper gives a brief look at the difference of AHP and ANP.

Factors Affecting Construction Labor Productivity for Construction of Pre-Stressed Concrete Bridges

Purpose – Construction labor productivity in bridges of great interest to practitioners and researchers because it affects project cost and time overrun. This paper evaluates and ranks the importance, frequency and severity of project delay factors that affect the construction labor productivity for construction of Pre-stressed concrete bridges. Design/erection / methodology: A total of 50 respondents consisting of owners contractors, and consulting participated in this study. The respondents were asked to indicate how important each item of a list of many bridges project related factors was to construction labor productivity for construction of Pre-stressed concrete bridges. The data were then subjected to the calculation of important indices which enabled the factors to be ranked. Findings: The eleven most important factors identified by them were: design factor, equipment factor, execution and construction factor, external factor, financial factor, healthy and safety factor, labor factor, supervision factor, material factor, organization factor and other project factor. Originality/value: From this study could be used by the project managers to take these factors at an early stage, hence minimizing the time, cost and maximizing factors that affect the construction labour productivity for construction of Pre-stressed concrete bridges.

The selection of optimum location for concrete batch plant (CBP) became very important problem that needs a right decision to avoid many difficulties and problems may results due to select wrong location. For that we can use the analytic network process (ANP) in decision making process. The ANP is more generalized than the analytic hierarchy process (AHP). This paper shows a form of questionnaire to identifying the factors affecting CBP location to deal with it or to construct a new batch plant after sending it to expert engineers and workers. The ANP model presents the framework criteria and available alternatives ad feedback which can help to choose the best alternative.

Decision Support System for Proper Selection of Wastewater Treatment Plants Using Analytic Hierarchy Process (AHP))

The wastewater treatment services are crucial, especially their economic impact in developing countries. This study’s objective is to develop an approach for selecting the most appropriate wastewater treatment plant for different population level. Different stages are required in wastewater treatment. This study focused on the secondary treatment stage which is crucial for the selection of treatment plant. Seven plant alternatives are included in the study. A survey was conducted to identify factors influencing the selection process depending Delphi method. Structured interviews with engineers had experiences more than 15 years in wastewater treatment were conducted to identify the optimum alternative for population of different income levels (low, average and high income). The results of survey and interviews were analyzed using SPSS© and EXEL© programs to identify the relative importance of selection criteria. The alternatives were evaluated using analytical hierarchy process (AHP). The implementation of evaluation system developed in this research revealed that the optimum alternative in case of low income is Up Flow Anaerobic Sludge Blanket Reactor (USBR). In addition, the optimum alternative in case of the average income also (USBR) and the optimum alternative for high income is compact unit Moving Bed Biofilm Reactor (MBBR)

Decision support system for optimum soft clay improvement technique for highway construction projects

Identifying a soft clay improvement strategy is a main challenging in highway construction projects due to the various conditions involved. Hence, the objective of this paper is to present a Decision Support System (DSS) to select the optimum soft clay improvement technique for this type of projects. Value Engineering (VE) is integrated with Analytical Hierarchy Process (AHP) for the proposed (DSS). Using the AHP provides a robust means of identifying the relative importance of any criteria or factors for soft clay improvement alternatives. The scope of this study includes four of the most commonly used techniques for soft clay improvement: soil replacement, pre-loading, vertical drains, and the construction of embankments on piles. The proposed methodology was verified using four case studies of highways under construction in northern Egypt. The results show that the proposed (DSS) successfully predicted the optimum soft clay improvement technique in three out of the four cases.

In this research the value engineering concepts were applied to R.C bridges in Egypt. The effect of different types of construction systems were studied. The basic concept and approach of Value Engineering (VE) is implemented in this research for achieve its objective. VE is a methodology used to analyze the function of the goods and services to obtain the required functions of the user at the lowest total cost without reducing the necessary quality or performance. The application of VE principles causes people to work better as a team, searching always to improve their system of production and services. It helps any organization to improve and investigate its resources with the optimizing cost. Therefore technology factor which has impact on the performance and cost of products or services in construction should be considered in their identification to gain optimum value. Slip Form, Rapid shor, precast and tunnel form are new techniques that have improved itself in the construction industry at bridges in Egypt. We made a comparison between different construction systems with an explanation of elements that effect on choosing it , features , advantages and disadvantages of it. This research aims at create awareness of VE ,and demonstrated the benefits gained when it applied to construction systems at bridges in Egypt.

Often this task is challenging, because the construction industry is volatile and competitive. Moreover the probability of construction failure is quite high for individual contractors, and it is important for project owners to confront and manage these risks if they wish to achieve good project results. The client must select the most appropriate contractor. This involves a procurement system that comprises five common process elements: project packaging, invitation, prequalification, shortlisting and bid evaluation. The selection process should identify a contractor to whom the client can confidently entrust the responsibility to execute the project satisfactorily, but unfortunately this is not always possible. The majority of current selection methods over-emphasize acceptance of the lowest bid, and the lowest tender price is usually described as being the key to winning a contract. Also Literature related to the construction industry is enriched with numerous researches that are relative to risk assessment and analysis. Optimum penetration depth of cantilever sheet pile walls in dry granular soil based on reliability analysis concept and its impact on the shoring system cost

These instructions provide you guidelines for preparing papers for International Journal of Application or Innovation in Cantilevered sheet pile walls are commonly used in shoring systems of deep excavation down to about 5.00 m. The most common design procedure for this type of flexible retaining structures is to determine the required penetration depth for stability and then increasing the calculated penetration depth by 20% to 40% to achieve a factor of safety of about 1.5 to 2.0. This procedure has two disadvantages; first, the procedure does not give accurate values for penetration depth or corresponding factor of safety, second, it ignores the effect of uncertainty in the used geotechnical parameters. The first aim of this study is to overcome those two disadvantages by introduce an alternative formula to determine the optimum penetration depth of cantilever sheet pile walls in dry granular soil based on reliability analysis concept, while, the second aim is to study the impact of using the optimum depth on the cost of the shoring system. The study results assure the validity of provision of increasing the calculated penetration depth by (20% to 40%) and introduced a formula to calculate the required penetration depth to achieve probability of failure of 0.1% and proved that using this optimum depth can reduce the direct cost of the shoring system by 5% to 10% based on internal friction angle of soil

The Mat lab model is used for controlling on construction productivity of steel structure projects. The construction industry may use the findings of this paper as a basis for controlling and improving productivity and construction performance for the construction of steel structure projects. The ability of the estimating team to accurately determine productivity for different activities will have a significant impact on crew cost component, time schedule of the project and improve projects’ performance. The use of the Mat lab model is expected to result in savings in cost and time schedule of construction of steel structure projects as well as savings in the cost of the overall project.

The objective of this research is to assess the reliability of earned value measures implemented in the construction control process. These measures are related directly to the main project's objectives-time, cost and quality. The reliability of earned value measures (EVMs) was conducted through a survey done on a sample of constructing companies using judgmental sampling methodology. Questionnaire forms and direct interviews were implemented with experts from the construction industry. The questionnaire design reflects to which extent the reliability of EVMs. These surveys were based on the non-probability judgmental sampling and analyze the results to identify the effect of earned value measures on the reality. The analysis of questionnaire survey and structured interviews illustrated that there are a great impact of EVMs on the reliability of construction control process

An Assessment Model for Risk Management Capabilities in Infrastructure (RMC Model)

Infrastructure projects are crucial to the economy of any country, especially developing ones such as Egypt and most African countries. According to the World Bank, a 10 % rise in infrastructure assets directly increases GDP by up to 1 percentage point. There are many aspects to consider when dealing with infrastructure projects such as unique characteristics, complexity, risk, public safety, financial difficulty etc. The main issue is the contractor is burdened by and carries the risks involved in this type of project. The contractor’s risk management capability (RMC) reflects his team’s expertise of risk understanding and how he can manage those risks. Hence, proper assessment of RMC may contribute to the probability of achieving project objectives. In addition, assessment of the client’s risk management capability (client risk sharing) can support the RMC. The objectives of this study are: (1) to identify appropriate indices to assess the RMC of the contractor’s infrastructure project; (2) to develop appropriate weightings for each index; (3) to develop an RMC assessment model for infrastructure project contractors and (4) to assess the current overall RMC of infrastructure project contractors. The contractor risk management capabilities (RMC) are categorized in three categories: (1) risk identification and assessment approaches, (2) risk response approaches (3) risk control strategy. Each RMC in the three categories is assessed with respect to each project’s objective including cost, duration, quality, scope and any additional objective according to the client, project characteristics. These objectives reflect the client’s capacity and willingness to share the risk.

VE is a powerful problem-solving tool that can reduce costs while maintaining or improving performance and quality requirements. It's a function- oriented, systematic team approach to providing value in a product or service. The construction product's characteristics differ than those in manufacture in many aspects such as immobility, complexity, durability, cost lines, and high degree of social responsibility. These characteristics are highly affected by the construction technology. Stakeholders play a significant role in project success or failure. The effective management of stakeholders in construction projects has a great contribution to the project success. This importance of effective management is due to the conflict among Stakeholders which is considered as a traditional construction aspect. The probability that the project will be completed successfully is reduced due to conflict between the project team and one or more stakeholders which means that Lake of Stakeholders Management. This paper provides an approach for effective management to the stakeholders of construction projects in Egypt. Different factors affecting the trend of stakeholder‘s management were extracted through literature review for more than 100 references aiming to cover the chief objective of the research which is how to do efficient management for stakeholders in construction projects. (30 factors were elected for conducting the research) those factors were included into 6 groups (Precondition, Stakeholder Identification, Stakeholder Assessment, Decision making, Continuous support & a General factors group) to facilitate the process then a face to face interviews with recommended experts in the field of project management for the validation of the questionnaire prior distribution were conducted accordingly a wide range survey was provided for collecting individuals‘ responses concerning the factors importance for the sake of prioritizing them according to their effectiveness and influence. The Survey was emailed through an online survey web site to 136 selected professionals & 19 surveys were handed manually to represent different directions & opinions in construction industry to share their experience extracting the most factors affecting the process of stakeholder‘s management. Selected professionals have been either contacted through an on line specific web sites groups represent Stakeholders Management or selected manually trying to reach the most valuable opinion according to professionalism and experience for each individual person . Out of 136 & 19 participants 100 responses (64.5%) were received than the manual printed surveys were manually entered in the online survey to allow dealing with one type of data (Computerized based). The result of this survey indicates that the most effective ten factors that has a great influence on proper and effective stakeholders management include: Managing Stakeholders with social responsibilities, Defining & formulating a clear statement of Project Missions, Formulating appropriate strategies to manage stakeholders, Build trust between project top management and the most engaged stakeholders in the project, Exploring stakeholders needs and constraints in projects, Ensuring effective communication for all project stakeholders, Identifying stakeholders, Promoting a good relationship with stakeholder, Understanding the areas of stakeholders interests & Prioritize Stakeholders by their power and influence on the project.
